They did the same thing to me not too long ago. Can't remember what it was for, but it was some type of "20% of any single piece of equip over $xxx" with the same exclusions. It was so ridiculous I had to laugh. It covers the entire store. I just don't understand what the point of sending out such coupons is for.

To get people in the store. Their clientèle is likely to be young, and literacy is optional. Once they get there, and find their coupon is only worth 1/100 of 1¢(is that still a thing?), they'll buy anyway cause they've already fell in love with the thing they were just playing.

This is because almost every music gear manufacturer has a minimum advertised price (MAP) policy that doesn't allow advertising below a certain price. However, most of them don't prohibit the retailer from selling at a lower price in person or over the phone. I think Guitar Center/Musician's Friend can give you a 15% discount on the pricier items year round if you bargain in person or call over the phone.

A few of the more uptight manufacturers have a unilateral pricing policy (UPP), which prohibits the retailer from selling below a certain price or risk terminating their selling agreements. Apple is a famous example but this is becoming prevalent in other industries (e.g. cameras) as well.

Probably too late now, but if you call Musician's Friend and tell them you have a 15% coupon from Guitar Center, you might not get the full 15% off the item but they'll probably at least give you 10%. That is, if you already know what you want and you're ok buying online.
