So I'm wondering if something like the Apple Watch would work in this scenario:

Personal phone: Old Note 4 on T-Mobile
Work phone: iPhone 7 on Verizon

I don't want to carry two devices, so I tried installing the T-Mobile Digits app on the Verizon iPhone and surprisingly it works very well. I can call and message with my T-Mobile line on the Verizon phone. However, If I got something like an Apple Watch, then I wouldn't be able to call out or send/reply to texts on the T-Mobile line right? Because to call out or send/reply to texts you have to do it from within the Digits app.

Garmin does far more than that. On to of basic running features, their watches have full cycling functionality, including pairing with additional tools (e.g. HRM, Power meter, etc.). As well, swimming, which is an absolutely massive strength they have over everyone. Both in pool and open water. My Garmin device has profiles for skiing (XC & downhill), hiking, climbing, trail running, treadmill ru nning, bike turbo trainers, stand up paddle boarding, rowing (indoor & out), Golf (HUGE strength), and multisport. There is even a strength area, though from what I understand it is lacking a bit.

I agree that if you're not into fitness it probably makes no sense, but if you have any interest in fitness, going with any other brand just makes no sense.

edit: plus step counters, on-wrist HR, calorie tracking, etc.

The single most important thing for me on my Garmin vs. any other notification enabled fitness tracker or smart watch is battery. With my Fenix 3 I can charge up and go 10-14 days without needing to recharge if I'm light on GPS use. I went out for a 12 mile run this weekend and used GPS the whole time. Used about 8% of the battery life. Most other devices would be gasping for battery life after that. I was still at 92%. I've run twice since then and am 83%. They simply cannot be beat for the battery life. I have zero anxiety going on vaction for a week/a half marathon run/whatever and worry about needing to charge up. My wife's Apple Watch is good for about 18 hours before it's dead.

You'd need to have the T-Mobile SIM in the iPhone, I'm afraid -- ironically, the ease of use of the Apple Watch's eSIM (i.e. no special software required) makes your situation trickier. I don't really blame Apple because there's only so much it can do to fetch calls and notifications, but still.
