My only question is why did anyone go out of the house while the cops were there? Who let the cops in, if they did?

The cops were dicks. There is nothing illegal about having a party and drinking on a private residence, ESPECIALLY if there's a bar across the street blaring music. I'd fight that.

Had I been under 21, I would have ran at the very beginning when there were just a few cops there. Like I said, I had no idea that I could be of age and still get a ticket.

Wow... that ordinance is so vague someone could be written up for a "noise" violation because their burgular alarm went off.

Well there is a Bar across the street according to the OP so that could be an out for them too.
That was my second point. Wouldn't the bar owner be the only person slapped with a fine for the noise violation... I've never heard of fining all patrons who are inside at the time as well.

I'm sure the party wasn't loud and no one complained... 30 police just happened to be driving by and were just dropping in to ask if they could use the toilet.

I have mixed feelings on this one. On one hand, I'd like to see you get out of the ticket.
On the other hand, as someone who has been around a lot longer and enjoys sleeping at night, I wish the police would have cited every single person in there with everything they could. Loud, crowded underage parties are notorious for ruining the character of many neighborhoods. And, if they only cited the person who threw the party, everyone else at the party wouldn't learn their lesson. Apparently this approach:

doesn't work very well. In fact, most small towns don't enact such legislation out of the blue; it's normally in response to an existing problem. So, on behalf of the people in that town who want a little peace and quiet at night, good for the police.

No. But I had a friend who ran from the cops and when they caught him, they hand cuffed him in the back of a van and beat his legs with their batons for running.

Philly has always had a history of Police brutality and crooked cops.

So there is some equality between running from the cops and rolling your eyes?

Agreed with the edit part... the neighbors have probably been complaining about all the noise. While they can't do much about the bar (it's probably zoned differently), they finally decided to do something about the parties. I tend to believe the charge is going to stick, especially if it's in a smaller town/college town. I remember watching 3 cocky college students who quoted the law to the judge (similar to your law), had notorized statements from persons at every single residence the block where they were ticketed that the residents did not hear any noise from them on that night. And, they had one statement from a nearby resident who said that the first thing he heard was the police shouting at the college students. Verdict: guilty.

Your title is very misleading. The ticket was for noisy assembly, not because you were drinking (which may have caused the noisy assmebly). I'm going with Dr. Pizza on this one.

Just politely argue it out with one of the overburdened Hennipen County Attorneys. They'll drop it if they realize you're dead serious about taking it to court or they'll plea bargain it to nothing.

Sorry for bringing this thread back from the dead. I never paid or contested this ticket. Last week, I purchased a used car and went to transfer the title. I asked the guy to check to see if I had any outstanding fines (or warrants for my arrest, lol). I guess the city decided to forgive and forget, as my record appears to be clean.
