My only question is why did anyone go out of the house while the cops were there? Who let the cops in, if they did?

doesn't work very well. In fact, most small towns don't enact such legislation out of the blue; it's normally in response to an existing problem. No. But I had a friend who ran from the cops and when they caught him, they hand cuffed him in the back of a van and beat his legs with their batons for running.
Philly has always had a history of Police brutality and crooked cops.

Edit-I'm guessing this wasn't the first time that cops have been called out to that residence and they were making a point to hassle everyone big time. Deal with it.

It's particularly amusing when there's a bar right across the street blasting music, but they seem uninterested in writing tickets for anyone there. Hmm...
Here's what I'd like to know:
1. Was it legal for them to not allow me to leave the house?
2. What's the best way to fight this thing?
