I have no idea how it works now but in the Cold War days it wasn't uncommon to have 2, sometimes 3 carriers in Norfolk at the same time. Just for the Med we did a rotation where we had a carrier group in the eastern Med, one in the Western med, one standing down after returning from the rotation in Norfolk, another doing workups to go to the Med.Yes, but for one glorious week a US city knew what it was like to have more than one carrier.
