As for the topic, I dunno it is too hard to know what one would do until faced with the situation.
The law in the US is that it is illegal to produce, possess, or distribute any media in which, in the course of making it, a participant under the age of 18 in fact performs sexual acts.
Personally, I think that it is wrong to engage any pre-pubescents in sex, and it is wrong to make advances to but not wrong to accept advances from (for however often the latter happens without the former---which is never in reality, but the fantasy still exists) post-pubescents under 18. Our society may have extended childhood, but our biology certainly has not, and I think that failure to consider this causes continuing social discord.
And I don't think that pushing the guilt and blame for these wrongful acts onto simple viewers or possessors of CP (as opposed to the creators thereof) helps to protect children. Society tells people not to do something, but it by no means goes out of its way to promote a milder and more acceptable behavior.
Therefore, I suggest that as long as there is no evidence that he in fact harms children the a manner qualified above, you should tell him that you are uncomfortable with his possession of said material, and that you suggest that he adopt more acceptable behavior.
Of course, what could I possibly know? I'm just a recluse, with little to no experience in real-world matters, especially those such as sex. Such things only happen in my little fantasy world, which is very different from the real world.
