Tim Berners-Lee whilst working for Cern, in Geneva in the late 80's early 90's and founded the World Wide Web Consortium at MIT in 1994. It took off in the US first as it already had a substantial network in place.

Well not really. The US military deployed a network called ARPANET. The guy(s) at CERN came up with the protocol or HTML (something like that) for the Internet we know today.

the internet was invented by ARPA (US), the web was developed by CERN.

My understanding is that the internet itself came about as a way to network military facilities and research (DARPA net), and then spread from there to include universities etc.

The WWW (using hypertext markup) is just one particular type of traffic on that network and was 'invented' by Tim Berners Lee at CERN. So, the answer depends on whether you're referring to the WWW or the internet.

It was a network of universities involved with the DoD project - MIT, Berkeley, Caltech, Michigan, Georgia Tech, and a few others.

Charley Kline at UCLA sent the first packets on ARPANet as he tried to connect to Stanford Research Institute on Oct 29, 1969. The system crashed as he reached the G in LOGIN!

Email invented by a BBN engineer by the name of Ray Tomlinson

Also as a side note BBN is also the company that developed the computer which would
act as the switching node for the ARPANET.
