I have seen similar videos that I think were shot in America.
And I'm pretty sure it was football games (high school or college).

In Argentina, back when I was there at least, they send raiding parties into the opposing fan's side of the stadium. Goal is to steal their flags and drums. Police stay out of it unless someone is getting killed.
