yes you can buy burger, fries, and drink separately w/o the fat tax kicking in.
but if the restaurant sells it as a package, it kicks in.
The most important thing:
Use the tax $ to educate consumers about obestity, such as free nutrition classes. Don't just throw it into the general fund.
