New Build - No Post - CPU Fan Not Spinning

I had all of my components in the case and it wouldn't post. Case fans came on, lights went on, but nothing on screen. I thought it may have been a short so I took the motherboard out of the case and set it up on cardboard. I have tried having just 1 stick of ram, resetting the cmos, just having CPU, GPU, and ram installed, connecting the OEM CPU fan, still have the same result. Initially I did not have the 2x4 12V power cables connected, but even after doing so I still have the same results. Hopefully I am missing something simple and nothing was DOA or my own fault. It's been a very long time since I have done a new build.

GIGABYTE GA-EP45-UD3P * Maybe DOA? Similar reports from Newegg reviews.

 on the PD before posting. You can try a different set of RAM if you have some...or a different PSU.

I was able to test the RAM and GPU in another system and it booted. I have a power supply tester and all the lights came on except the the -5V, which the PSU does not seem to have. Gigabyte support told me to remove the battery for 5 seconds, test the fan with nothing in the board at all, just the ATX and the 2x4 12V connection but it still didn't turn on. I will RMA the board to Gigabyte and hopefully this will clear up the matter. I will have to pay shipping, wait for return, and I still haven't heard a reply that my mail in rebate was received after 1 month. All this after stellar reviews and an article on the AT homepage. Grumble, Grumble..

I am still confused about the 2x4 12V connectors. The manual doesn't make it clear. You can use one 2x4 connector but two will work or you might need two for an extreme edition. It's confusing. When I get the back a new motherboard I will try what the tech support recommended, connect a 2x4 connector, the 24 pin ATX and a cpu fan to see if it spins.

What does PD stand for?

I tried another PSU and got the same results. I also tried the CPU fan on another motherboard and it worked. Looks like I got a dud motherboard. The only other thing it could have been is the bolt thru kit. It's just metal and it could have shorted out the motherboard on the back, but as I understand it short's are just temporary and I took it out of the case and removed the backplate. I will post an update when I get it back in 3-4 weeks... sigh..

When I run into probs like this, I like to completely take out the mobo and put it on a non conductive surface. I would leave the memory and the video card in and see if it posts then. If it does then you know very well that you have a grounding problem.

I got the board back this week but I still can't get the fan to spin, and I have tried 3 different ones. It is just the 4 pin fan connections that won't work. The other two 3 pin ones work fine, even with 4 pin fans. I still don't know if it will post. I am just going around in circles with Gigabyte tech support.

It's up and running. Maybe the first board I got was bad, maybe not. I connected the ram, gpu, and cpu and it did boot into the bios. The cpu fan took about 10 agonizing seconds to spin up but everything is working now.
