When the USS Ronald Regan dropped anchor off the coast of Santa Barbara, entire neighborhoods couldn't operate their garage door openers. As someone else mentioned, you may want to look into this (military operation) as a possibility.

The FCC already knows. There have been reports of this in Colorado and Nevada. It's military operations, not your neighbor playing a prank.

I sent in a complaint on the FCC website this afternoon, however I live in Colorado and am from Nevada, so clearly the military is stalking me.

The weird part is I live nowhere near any of Colorado's military bases.

The FCC is your best bet. They are usually above the law and government. The FCC will track that person down and give him 50 to life in prison with no trial.

More like a job offer from the DoD.

It wouldn't require a great deal of skill to build a circuit capable of what is describe in the OP. I doubt that sort of skill merits a job offer from the DoD.

It just takes a signal generator and an antenna to do it locally, but the power required for a neighborhood starts to get pretty high.

Tubes are your friend. jiggawatts of power.

1.21 jiggawatts!!

QFT..they will have a team out there probably before you are off the phone triangulating the broadcast.

Someone locally was doing something similar with a cellphone jammer. It's pretty serious. They also nail pirate radio stations left and right

As well they should. See those little stickers on all of your electronics regarding passing FCC classes of devices? I HATE gubment regulation of anything but in this respect it's warranted.

They don't fuck around with people overstepping the power/frequency guidelines. If you don't interfere and there is no complaint - meh. But IF YOU DO, they'll take the complaint very seriously.

Nobody will wind up in jail or hauled off. They will even try to help.

Yep frequency allocation and enforcement is why they exist, not content regulation as so many people seem to think.

380 to 400 MHz is Government spectrum usually (but not always) usd for Land Mobile Radio (LMR) operations. Garage dorr openers are unlicensed transmitters that are allowed to operate in this band becasue of their very low power output. This will help explain some of the interference you are encountering:

"Consumers near certain military installations have recently experienced interference to their garage door opener controls that may reduce the operating distance or cause the device to stop operating. This public notice is issued to explain the cause of the interference and the steps being taken to alleviate this problem. The vast majority of consumers will not experience any interference to their garage door opener remote controls.

Garage door openers operate, legally under Part 15 of the Comissions rules, at very low power on an "unlicensed basis", and have been permitted to operate on frequencies that have been reserved for the federal government since WWII for air/ground communications systems, but received limited use by the government for many years. As unlicensed devices, there is no right to protection from interference. However, because of this limited use, the risk of interference was similarly limited, so manufacturers of garage door openers chose these frequencies for their transmit and receive devices. In response to the increased needs of Homeland Security, the Department of Defense now must make more use of these frequencies to deploy new mobile radio systems on and around certain military bases.

Some consumers near these bases may experience interference to their garage door openers that can reduce operating range or cause the remote control to cease functioning. This interference will not cause the garage doors to open or close on their own. Inside the garage, wall-mounted push buttons will not be affected by any interference that might occur, and will continue to operate normally."

I'm pretty sure that you HOA will NOT be able to help you with your interference problem. Part of my job involves LMR and when I found out the garage door openers utilize the same spectrum I was amazed. You risk not being able to use these devices anywhere near ANY Federal (including DoD) establishment.
