I'm sooooo stoopid!! I just spent several hours troubleshooting why my computer didn't even beep on power-on. I unplugged all the PCI cards, HDDs, swapped memory and video cards, swapped processors, everything (I thought!). I had everything unplugged except one memory SIMM, the vid card, and the power on and reset switches and no response AT ALL. It turns out that the reset switch had stuck INTERNALLY (the button face itself was pushed out by the spring, but the switch internals were stuck) and continuously shorted the reset function on the MB! I unplugged the reset switch from the MB and everything returned to normal. This is just a warning to the rest of the tweakers in the world- unplug the reset switch while troubleshooting, it may save you untold hours of frustration!!
