As far as I know, you just have to purchase a PS3 to get the $100. If the PS3 is $399 minus your GCs, it's still over the $299 to get the 12 months no interest.

Considering the little note (next to where it says "authorized retailer") says that the rebate form needs to be submitted by February 29, I'd say no.
