Definitely user error -- a motherboard won't post without a CPU installed. Plus, if you post it with only a CPU and no RAM, all you'll get are beep codes related to RAM failure.
If you want to start it up in isolation, install the CPU and at least one RAM module, place it on the static bag, then hook up the power supply and power switch leads. Hook up your monitor to the onboard graphics output and throw the power switch.
