Except HOAs are a democracy and even though the majority of new homes have HOAs, there are vast differences in their rules, powers, and enforcement. At the end of the day they are basically condo boards for neighborhoods, and maintain the common areas. Cities basically mandate them so they don't have to deal with maintenance of neighborhoods.Can't say I know anything about HOAs, but it does strike me as being a very similar issue to the freehold/leasehold system we have here (that is a slightly-ridiculous hangover from feudalism).
