Municipalities push for them because infrastructure that supports sprawl is expensive on a per resident basis: suburbs of detached single-family homes are a net tax loser for those municipalities.Except HOAs are a democracy and even though the majority of new homes have HOAs, there are vast differences in their rules, powers, and enforcement. At the end of the day they are basically condo boards for neighborhoods, and maintain the common areas. Cities basically mandate them so they don't have to deal with maintenance of neighborhoods.
