The lines are usually pretty damn close for VASCAR, but yeah.
The rumblestrips on the shoulders (and in PA, they sometimes seem to toss them on double yellow lines) work EXACTLY like you just suggested. The thing is, the noise is so loud that people living near such an emplacement would complain. and politicians, even corrupt ones, hate that.
