The lines are usually pretty damn close for VASCAR, but yeah.

The rumblestrips on the shoulders (and in PA, they sometimes seem to toss them on double yellow lines) work EXACTLY like you just suggested. The thing is, the noise is so loud that people living near such an emplacement would complain. and politicians, even corrupt ones, hate that.

They do it here on the I-74 bridge here in the Quad Cities (IA-IL) The speed limit on the bridge is 50mph since it's so narrow.
Periodically they run aircraft to catch speeders and then station several squad cars on the shoulder about a quarter of a mile past where the bridge ends. The only way not to get nailed right off the bat is to take the very first exit ramp right at the end of the bridge since there isn't enough room for a squad to sit along the road before the exit. But then they sometimes place a cop at the bottom of the ramp so YMMV.
