Speedstep not working under windows 7 x64

I Just upgraded my parent's desktop from XP to windows 7 x64.
Dell Vostro 200 (G33 chipset) w/ E5200 CPU

speedstep was working fine in xp, viewing cpu-z shows that when idle the machine is at 1100mhz.

when i boot into windows 7 pro x64 and load up cpu-z it's always running at 2499 mhz. what gives? I go into the power options and it doesn't even give me an option to run the cpu at a certain %. are there other drivers i have to install? I installed the intel chipset, graphics and sound drivers already.

can you guys help me out? why would it work under xp and not under windows 7?

when i go to set my power options,and change the minimum processor state or max,i only have the option 'system cooling policy',but not the minimum and maximum state.
On my other desktop i can see these options.
clicked on change settings that are not available link and it did not appear either, what gives??

Isn't the E5300 a 2.6ghz chip? How do you have it running at 2.5ghz and 1.1ghz? Default speed should be 6.5x400.

I am not sure but I think most speedstep settings are usually in your BIOS setup. You need to check at bootup and see if all the setting for power saving are enabled.

there are no bios settings for speedstep on this machine. it just worked in windows xp. i see no reason why it's not working in 7.
