Yes, it's called Query Analyzer and is installed with the 'client tools' portion of the SQL Server install. You can also issue queries from within Enterprise Manager which again is shipped with the SQL Server install.

UCJefe is absolutely correct. Query Analyzer is about 10 times better than issuing queries in Enterprise Manager though. And EM is still about 200 times better than SQLPlus.

Those are different things though. EM is more on the line of Oracle Enterprise Console, the only plus being that for some reason Oracle implemented theirs as a web app, therefore requiring heavy app server, wherein EM is pretty lightweight.
