Startup & Shutdown help

I hope somone could help me narrow this problem down.The OS is Win98SE.
About 50% of the time when I start up my system,it locks up after loading the desktop background.I have to hit "reset" to reboot(sometimes this happens several times).100% of the time the system won't shutdown without restarting it's self backup again.No "Windows is shutting down" screen,it just reboots and then crashes half the time.

Here's the system spec.s
GA-7ZX with a 850 AMD Athlon.
Onboard audio is disabled and replaced with Creative SB Live! MP3+ PCIcard. 128MB PC133 (and I've tried 128MB PC100 DIMM from another system,and changing the BIOS setting for the different speeds.)
56K Modem
Diamond 770 Viper AGP (4x)
SOHO Ethernet Card
40GB Maxtor Hard Drive (1 partition)
And that's it.

This Motherboard has DualBOIS,and when I hit F1 at startup,and it lists "Boot From" it says "Backup Bois".Shouldn't this read "Main Bios" if lower down the option to Boot From has Main Bois enabled?

I can't figure it out,it's been doing this from the first day I set it up.I've checked the MB. jumpers over and over but I must be missing somthing or else this is and OS problem,I just don't know.

If anyone could help me I would appreciate it.

Have you installed the win98 shutdown patches?

Not yet,but I thought that patched the shut freeze at the shut down screen.
I could try and see.

Thanks Ladi, That fixed it. I was even lucky to have that patch laying
around here.My other 2 systems with Pentium3s would just freeze at shut down but I could still turn them off.This Athlon just wanted to reboot it's self.So I didn't even think about the shutdown patch.
