This. Cops hate and prey on everyone some just more than other individuals.
And I'm fairly certain the answer to why "some more than others" is likely racial, but that doesn't address the "cops hate" part. One of the things the DoJ hit on was the excessive fines from police activity used to fund the city.
Cities were hit hard by the recession, like everyone else, but I think one of the ways they survived was increased "taxation" through fines/fees. When I heard them talking about how a simple traffic violation would turn into massive fines, then double up on the failure to appear, then the fees for trying to pay it back... Isn't that
every city in the US? I don't think there's any major city where running a red light would be a $25-50 fine.
This puts pressure on the cops big time, stress cops really, really, really don't need. It creates a predator-prey mentality. Predators escalate violence, prey runs away.
