Steam Error!

When trying to play a game in steam, all that shows up is an "Error!" window. The error message reads:

SteamStartup() failed: SteamStartup(0xf,0x12e12c) failed with error 108: The Local Steam Service is not running.

I've restarted my pc, same result. Logged out of steam and logged in, same again. Googled for other people with same problem, but didn't find a clear answer to the problem. I've run out of ideas...

Is there a steam service? Is it running? I've never checked and this machine doesn't have Steam.

well i'm running steam yes, i'm starting the game thru the steam menu

My question was in reference to an actual service. IE: Control Panel / Administrative Tools / Services. I've never checked if there is a Steam Service, but I thought maybe you decided to disable some that you didn't need and disabled a Steam Service and now the application won't run properly. That is just based on the error message.
