It will not run very well. TF2 requires CPU power, and lots of it, even on low res. If you're looking for 30fps consistently, it's not going to happen IME. 20-25 average, probably.

When there's not a lot going on he should be fine. The killer part is where there's a lot going on in tight spaces which does happen a lot. Even after I overclocked my processor, I still get occasional dips when there's a lot going on in tight areas. He should be able to play it with everything on low. Source games are known to run well on older hardware.

Try running Steam as admin and see if that fixes it. That usually fixes a lot of Steam problems.
