It depends on
your current credit predicament. If you have none and manage to miraculously get approved, it will help. If you have "bad" or troubled credit and are miraculously approved, you have a chance to improve your standing. If you have "Good" credit and are approved, it can help or hurt (usually hurt you slightly, the system is designed this way). It adds an inquiry on your report, which isn't a bad thing ... unless you have had several inquiries in the past 6 months. Also, it raises the total amount of credit on your report, which can indirectly affect your score. Now, if you max out the card, it will raise your debt service coverage (amount borrowed against total amount available), which is definitely not a good thing. All in all, it really depends on your current situation and the choices you make if approved.
BTW, I can tell you that your need to have credit runs hand in hand with your score. Basically, if you don't need loans and have everything paid off, you'll have a very high score.
