Now in a cold place I would hazard to guess a reasonable cop would realize why you are doing it and not do anything about it but if it were me and they asked me to roll down all the way I would do it.

I doubt you could have refused and not had any repercussions. At the very least it would give the cop reasonable suspicion of maybe alcohol on the breath, pot in the car or just the idea that maybe you are hiding something. Cop has the right to order you out of the vehicle if they believe it will make them safer. If they make you get out of the car the odds of getting just a warning went away completely and the odds of them looking for anything else to nail you with just went up.

Acting like you've got something to hide is not smart when getting stopped by a cop. People who think they know the law better than cops are always the ones that end up saying don't tase me bro.
Not enough to be reasonable suspicion. The same way not letting the police search your home without a warrant is not considered reasonable suspicion.
They have the right to ask you to get out of the car and you have the right to refuse.
