Strange pause after boot up

For some reason when windows finishes loading, some of my programs will not fully load (or load at all) if I try running them within the first 45 seconds (rough guess) after a boot up.

For example, if I try to open up Control Panel>System, nothing will happen untill the 45 seconds later. I can get into the control panel just fine. I cant run my pppoe connect either.

I opened up msconfig and unchecked everything under the start up tab. Didnt help anything.....

I usually get this problem after a fresh windows install, but I cant seem to get it straightened out this time.

My specs are as followed:

windows xp pro
p4 2.0GHZ
Soyo Dragon ultra mb
512mb pc2100 ddr ram
2 maxtor 80gb 7200 rpm running raid 0
an additional 60gb samsung 5400rpm
gf4 ti 4200 128mb
soundblaser pci 512
logitech dual optical
cdrw drive (model unknown)

I have nothing oc'ed

Anyone have any ideas?

Do you have any antivirus programs installed? I noticed my computer began to do that after installing norton antivirus 2002.

Do you have a NIC card installed that is not connected ? If so try disabling it and rebooting. If not try delaying bootup for a few seconds in the BIOS.

Yea I have AV 2002 installed, but this problem has been happening before I installed any programs.

My NIC is intregrated with my mobo. What do you mean by delaying my boot up in my bios?

Go into device manager and disable the onboard NIC if it is not connected to a network or Router (Cable modem?).

As for boot delay, Many BIOS's have a setting where you can set a delay after POST before you start loading the OS from the HD. The faster CPUs can actually get ahead of themselves after POST and it can cause the systm to hang since some components get loaded before the rest of the system is ready.
The delay allows the BIOS to get everything completed before the OS starts to load.

This happens because windows is looking for an IP address for your network connections. Prevent this from happening by setting your own IP. Here's how.

Go to Network Properties, go to properties for internet protocol (TCP/IP). Set this IP 192.168.0.1. Press enter, it will give you subnet mask automatically hit OK.

If you have more than one computer on the network set the IP to 192.168.0.2.. 192.168.0.3.. 192.168.0.4 and so on.

(If you have cable internet, this might screw things up. So leave the IP to find automatically)
