Lets not talk about the rest of the world, where other then the US its almost he same (sales).
The Japanese video game industry works a bit differently than the rest of the world. They focus heavily on the domestic market first and foremost rather than trying to sell things global. In Japan, the XB1 has only sold 40,000 units since launch. Microsoft actually just fired the regional director. Japanese developers also heavily favour Japanese consoles.
The Street Fighter series also tends to sell better on Sony platforms. Especially in Japan and Europe.

It's not an Xbox vs PlayStation fanboy thing. It's strictly business. Sony probably paid them for exclusivity as well. What you'll see is Capcom measuring what the demand is for an XB1 release in North America, to see if it's worth porting.
