Okay? What are you trying to say? They aren't allowing the students to play basketball in the cafeteria, and you shouldn't being doing cartwheels in the cafeteria either.
You're making a few false assumptions there. A lot of schools have a lunch period that consists of eating in a cafeteria and then going outside to play until the lunch period is over. Most students do not take the entire time to eat their lunch, but the school must allot a certain amount of time for it. At least, this is how it was in every one of my schools growing up.
When I was in elementary school, it was called recess.
