Its a stupid law.
The solution would be to make the shoulders of the highways wider, to allow the officer and the offender more room when pulled over. With very obvious markings showing the edge of the lane and the start of the shoulder. This would go a long way to improving officer safety.
2 years ago an OPP officer was killed by a semi on the 401 after pulling over another vehicle. No one starting mentioning a "move over" law. Instead recommendations for a wider shoulder and more obvious indications of an emergency vehicle being stopped on the shoulder were issued.
