I'm building a new PC but I only have the PS and case until tomorrow. I went ahead and installed the PS in the case but I does not power up. Does it have to be connected to the motherboard to power up or do I have a DOA PS?
You can short the green wire to any black wire momentarily with a paper clip or similar object to get it to turn on. Don't leave it on like this without a load, though; it might damage the PSU.

Don't feel bad. I hadn't built a PC since the mid eighties until last year, and I made the same mistake. You need to short a coupla pins to fool the PSU into thinking there's a mobo there in order to power it up, something I decided to forego until the other components arrived.
Hard not to want to test everything as comes, though, isn't it?
