OP, have your tried an Nvidia card on your system? Maybe borrow one from a friend? If you have your old card that was working fine have you tried it again and see if it goes away?

tried Gtx 770 and the Same Issue even on monitor 120 Hz Stuttering with Vsync off

Thats Great You have solved Your Problem really i am happy for you man , but Unfortunately i have Tried another Motherboard Asrock z77 and the same issue

tell me your monitor in the video 780Ti Stuttering is 60HZ am i Right

i have disablet hpet and noticed just little bit in queryperformanceFrequency from 3.14 to 3.57

also i have tested timertiming with

and i think i have an issue idont know what is this also if you can help me cause i dont understand any thing from these numbers

i dont know what is hpet and also i dont know how to disable it

my Motherboard is GA-z77x-d3h

I think hpet is enabled by default in the bios for GA mbs, so you'll only need to set 32 or 64bit mode depending on the OS you installed (64bit for 64bit OS). Try 64bit first if you are running a 64bit OS since the default settings seems to work well for most people. The problem starts when hpet is also turned on in the OS using bcdedit and it causes lag/stuttering. To turn off hpet, turn it off in the OS (if you set it on) and in the bios.

It doesn't make sense that you'll have to swap out the cpu/mb just to fix a stuttering problem which wasn't there before a graphics card upgrade. What sort of mouse do you have? Is it wireless? Did you disable mouse pointer precision and set the speed to 6 for windows 7. Win8/8.1 has a mouse stutter problem and needs registry editing to fix so I don't recommend upgrading the OS until you've fixed this under Win7.

Draw some circles and check the smoothness to gauge the lag issue:

i did enable and disable i didnot notice any improvement also no issues with mouse

typical default is hardware (bios) on with software (os) off.

to make the difference. you have to match both bios and os.

hardware on + software on
vs
hardware off + hardware off

the improvement was not night and day, however it was apparent and noticeable. so if you are right at the edge of stutter. this may be all that is needed to get you on to the side of smoothness.

First thing I would try is in Control Panel, Mouse. Pointer settings & change the scheme to (none). Try the game again.

Sixth step from the left in settings gives 1:1, that is a good default, also disable "enhance precision."

Try AMD 14.4 rc1 (beta) rather than 14.4 WHQL, I get slightly more stable performance out of it, and don't use vsync if you're using a 120Hz monitor, don't need it.

And in BF4 you're going to get stutters anyways, that game runs like shit even on an i7 4820.

Im waiting for OLED 4K Monitors then i will consider Upgrade

here we go more insanity changed MB and CPU to
Asus Maximus Gene and i7 3770k
didnot overclock
the same result stuttering with all games
and even i tried with 7850 2G my Old GPU which i didnot see any Issue with it , that damn stuttering still exist even with 7850 2G

totally lost out of options what am suppose to do else ////////-////////////

anyway guys if you are following the results after all the tests it is not a Hardware issue
because i have changed every part CPU / GPU / Memory / PSU / HDD / Mouse / Keyboard / os updated / Drivers Updated / MB Bios Updated
even i have tried to test with all old drivers the same issue
also tried with old Bios the same issue
old drivers Before Mantle for GPU / AMD The same issue

now if you think i am Crazy say whatever you want to say Cause Now I see Stuttering while watching Movies when the Camera Move fast uo / down / right left

Damn it i think it is My Eyes Now :twisted_O
