Someone already mentioned antivirus, I had pretty bad stutter in some games every 5 seconds because of that.

Or, you're just sensitive to stutter. When I was experimenting with my crt at high hz. I couldn't get mouse movement smooth in bf3, strafing was. Solution was to overclock my mouse from 125 to 500 hz. Then I just bought a 1000hz mouse. You say you have tried 2 gaming mice, so you probably already have a high hz mouse, but the symptoms are the same, so I mention it.

The only way for me to get battlefield 3 perfectly smooth btw was to run the ingame fps limiter AND vsync, fps limiter on exactly the screen frequency.
Same in assetto corsa, ingame fps limiter and vsync.
It makes sense if you think about it, if the game (due to the limiter) starts a frame every X ms and the screen matches it at the same frequency in the right order it has to be smooth, provided the mouse input isn't jittery of course.

Of course you'll want to make sure settings are decently low so you dont drop and you'll want to prevent the gpu from clocking back (in nvidia control panel there's a "prefer max performance" option somewhere). I run a static overclock and I've turned most powersaving off (only have C1 on), but modern cpu's have powersaving that sometimes get in the way of games, could turn them off for testing purposes, setting windows to high performance in the power options also helps (can use it to trick the i5-750 in using the 21 Multi all the time), there's also a small executable around called settimerresolution, saw a video of it improving crysis 3.

Ideally you'll want to have the screen and the mouse frequency match as well , but with 1000Hz mice around that shouldn't be noticable.

Looking at the video I see what your complaining about. Not sure why it's happening tho.

With multiple gpus, cpus, mb's tested and the same end results I can see your frustration.

Why not just use the gamepad till you figure out the issue?

How many usb devices are you using?

only one port >>> mouse port

that's a lot worse than I thought it would be, damn.

If you open paint and draw some fast circles, are they smooth?

have you tried setting a frame limiter? That was a partial cure to my mouse stuttering problems. Try setting a limiter to a frame rate you can easily maintain and check for stutters.

I do by radeon pro set farme limit to 60 and Vsync is Dynamic , Performance is Very Good .

also trible buffer on or off the same

and still no fix , frame limiter did not fix , I thought it will

^^THIS

Just watched the vid and seem like it is something related to the mouse or it's driver.

What kind of mouse do you use?

mouse zalman zm m 400 , 1600 DPI , tried mouse poling rate methods 1000 HZ to 125 HZ , did not fix , also Disabled Acceleration did not fix too .

unfortunately this mouse hasn't any drivers

I know you are not overclocking, but can you try loosening system memory configuration? And also try playing games without network connection. These may seem somewhat far-fetched but you have gone a great length already to troubleshoot anyway. These are small things you should try out to rule out possible silliness.

I have overclocked CPU to 4.5 and it is a stable and under clocked
the same results no fix .

also under clocked cpu result no fix

I did the same for GPU clocked it and under clocked , the same result no fix

BTW , I have tested another CPU 3770 k also no fix

What is your memory speed and timings, and what ratio? Can you loosen the current configuration and try different dividers?

If it's not an input device, I'd be looking carefully at drivers. A fresh install with all WHQL drivers would be a good baseline.

I did as you said tested with every single ram
and without network
the same issue , no fix

I did it several times windows 8.1 64 and windows 7 SP1 64

with all drivers updated and windows updated

and no fix

What is required is a more methodical approach, not the shotgun method of changing everything and throwing up your hands. Start with a very minimal setup. Don't use the "latest" drivers right away. Stick with native Windows driver wherever possible at first, and if you have to install a driver, use an older one that is WHQL certified. Use some old Logitech corded mouse if you have one. Don't install any add-on cards, extra hard drives, or optical drives. Unplug them. Make sure all the BIOS settings are at default values to start. Disable COM and LPT ports in the BIOS. Try using the integrated graphics on a very low quality setting before you even install the GPU and see if looking around is smooth or stuttery (make sure you are achieving an acceptable frame rate). This is something basic that can be solved. Look at which parts have stayed constant through all your testing for any driver problem that might be causing the stuttering. Leave them out or swap them with known good units if possible. Document what you are doing on paper or a text file.
