Question Stutters in YouTube, Low FPS in borderless games

Hi,

I'm using the rig in my signature. The 3090 Ti is running the two G9's and the 3060 is handling the two Arks. G9's connected via DP and the Arks via HDMI 2.1. All running at max refresh rate (240/165).
I've noticed stutters and lagging in YouTube periodically (happens on any screen). Also I can't seem to get higher than 100 FPS in League of Legends (no vsync).

Full screen brings it up to 210 FPS but is hell when alt tabbing.

The 3090 Ti is only running at 33% util in borderless. CPU usage is very small. Temps are good. No av running.

Any thoughts on what the problem could be?

Are you watching youtube in a browser like microsoft edge? If you are have you tried enabling or disabling hardware acceleration? You can also right click and select "stats for nerds" to see if there's a network or hardware limitation.

A quick google search mentions that for LoL you might have to add league of legends to nvidia control panel and force it to run vsync off or at a higher fps.
Some people have also had luck setting the launcher to run it in dx9 legacy mode.

Using Chrome, already tried disabling (no improvement).

Will experiment with some different frame rate settings in League. Vsync is already off, maybe I'll try with it on as well.
