With 182$ i cant buy anything better than a 2019 product of i5 with 8/256Once in a while, you'll see an insane deal for a cheap mini PC. If your budget is $200, that could make sense as opposed to buying a 2019 HP SFF.
IF there's an empty DIMM slot, then you could add 8GB DDR4 for very little.

Modern web pages use a lot of RAM, so if you can get 16GB for cheap, it's a good idea.
Thnx for your attention sir.To clarify do you mean the "Desktop Mini PC" (DM) or the Small Form Factor (SFF)? The Desktop Mini is very small, cannot fit any graphics card upgrade other than ONE proprietary AMD graphics part from HP (which are difficult to find, not worth the high price for it, and not all of the motherboard variants used for the Desktop Mini will support it). So you will be stuck with the Intel graphics, which isn't too good for many 3D rendering/games.
The Small Form Factor (SFF) version is not large like a tower, has far better upgrade potential and shouldn't cost any more than Desktop Mini PC. e.g. this is example for the Small Form Factor available from Ebay, not to promote any particular seller just using this as an example:
