That's only what the guys without both strategic and tactical nuclear weapons at their disposal say... or at least, the guys who didnt have them prior to the resolution of the conflict

And Nuclear Weaponry probably led to more positive uses like nuclear reactors / more advanced and controlled nuclear.

actually the first reactor was up before weapons...

but it was only set up due to the interest in making a weapon

the point of the paper is not to come up with something bad, per say, it's to have 2 things and argue about the negativity taking into account any positives.
