When you say "outside our network" what exactly does that mean? Is the VOIP adapter attached to a network in a business environment or are you talking about your home network? And are you getting calls "inside your network"? I guess we need a little more info on how exactly you are connecting. Generally speaking, reboot all your devices (DSL modem first, then router, then phone adapter) and have the phone adapter AFTER the router. Make sure the VOIP light comes on, and you should have dialtone. Don't worry about IP and DMZ at this point, unless there are specific blocks built into your system that disallow port 5060.

Can you try behind a router? I've read about issues with Comcast specifically when the old gizmo adapter was directly connected to the Comcast adapter. Putting the adapter behind a router fixed the issue. Do you have a router to try?
