Regarding his dealings with the Soviets, what made him successful is that he had a great Counterpart in Gorbachev who was willing to overlook Reagan's ignorant rhetoric and connect with Reagan on a personal level which helped educate Reagan and led to a viable solution to the problems between the two Super Powers and the eventual downfall of the Soviet Union as a Totalitarian State.
It almost pains me to say it but Reagan was a borderline great President in comparison to Bush.
Can you imagine Reagan claiming that he's fulfilling his Constitutional duty by unlawfully spying on Americans?
Spying on citizens was what the Evil Empire did and was a major reason that it was Evil. Reagan wouldn't even consider doing it.
