If you've been precise in your statements, your problems started after changing the stock am3+ fan. It seems too uncomfortable to take this as a pure coincidence. I believe that you are missing something. If you are certain that everything is in right order after your final assembly, you should go back exactly after your problem became obvious. Check the motherboards heatsinks! I don't know, maybe some MB heatsink got loose. Just don't loose it and dig deeper. Unless you broke something or something got broke in the mean time, there's should be nothing keeping you from getting the system back to its initial stable state. It's more up to you to figure it out.

I will say this, before I made the initial change the only game that was played on this PC was Minecraft. That game doesn't push the system like a benchmark program or or like the game I used to test, RUST. So I cannot say its a perfect 1 to 1 comparison before and after. I did not test the system with RUST for whatever reason until I changed the first heat sink and fan. So, for all I know it could be possible it was always there and maybe its getting worse. We will see soon enough. Ive picked up another PS, and have an RMA for the current Corsair.

You could have cracked a trace or a via after changing the HSF. Try running the motherboard outside of the case. If you get no more shutdowns that would tell you something. If it does still shutdown then unplug it and immediately touch all the components on the board to see if anything is very hot. If nothing is hot then RMA the board as "suspected intermittent inner foil damage". If some part in particular is getting very hot then focus a fan right on it and see if that helps.

Well, the CPU certainly isn't getting too hot. Its roughly just under 40C when the load goes up. Im not sure what the case temperature ambient is since I was focusing mainly on the CPU. But its not nearly as hot to the touch as it was in the previous case. Hopefully tonight Ill get more info or maybe its just the PS needing to be swapped. There have been computers plugged into this power outlet before. Unless my old surge protector is a weak link along the way too. Now thats getting granular.

How about the GPU? What temperatures does it get up to?

Last night I put in the ZU-1000B power supply. I ran the 3dmark benchmark software, ran the game RUST and watched it for about 15-20 minutes, then left it there for the night and went to bed. The machine started about 10PM last night and stayed online till I shut it down about 6:30AM the next morning. Before I shut it down, I logged out of the RUST game menu screen, and ran the 3dmark benchmark program again all the way through. To this point, it seems like its stable again. Below is a screenshot of HWINFO that I kept up in the background during the time I did all of the above.

You would think a 750W supply would be enough for a 6900 series card and a 125W processor.

Then again, it's kinda close under full load, and the CX versions are the economy power supplies.

Glad to hear that you've figured it out. But it would be wise to leave it like that for a few more usage days just to be sure.

No excuse for not being able to keep up with this load based on its paper specs. It's probably a malfunctioning unit. Corsair outsources everything from design to manufacturing. Lots of nasty things could happen in between. RMA comes at no cost anyways and it should clarify this.

The OP's system wouldn't draw anywhere near 750W, the absolute maximum it could draw would be closer to 400W, with 300W being more realistic. A CX750 should be able to supply that. However, it seems pretty clear at this point that the OP's particular unit was malfunctioning.

I was talking about recommended power supplies, of course.

I should have been clearer.

It's 500-550 watts for the 6950.
