If you just need to have a phone available for occasional use, the T-Mobile To Go plan is the best deal going. Staples is selling the basic phone for $20 (after rebate) this week. 100 bucks gets you 1000 minutes with a year's expiration and after that, you get twice as many minutes for the same amount. 20 + $100 = $10/month with 90+ minutes a month.

After you purchase the first $100, you earn double the minutes for each additional purchase. The next time you purchase a $100 card (1000 minutes) you get 2000 minutes for $100 (5¢/minute)
