Man munky, I hated it when my chipset got that hot. In fact, I think that is what caused some spontaneous crashes sometimes. I eventually put a HR-05 w/ an 80mm fan and now it never goes above 42C, stays around 36C for the most part.

1) Did you ever find out the ATI Tool problem?
2) I've got the Zalman VF-900 on mine, but I'm willing to bet that the accelero would do you just fine and isn't worth the hassel. Besides, don't bother giving the accelero back to newegg just for the Zalman, they're not THAT much different--at least to be worth the trouble. If anything, just get the accelero and decide for yourself which one works best for you, and sell the other one after you've experienced both.
