Absolutely not!!! 16x is only the maximum speed. No burner burns CDs at the max speed at all time. The speed really depends on where on the CD the burning occurs. As always, 16x means the max speed the most inner layer of the CD being burned.

TDK VeloCD used to be rebadged Plextor. However, I heard the newest TDK's burners are rebadged Ricoh.

This is wrong again. As I said before, VeloCD used to be rebadged Plextor until replacing by Ricoh in the recent months. TDK's burners were never ever made by Sanyo. However, TDK did use Sanyo's technology, which is the well-known BurnProof Technology. One other hint is since TDK no longer selling the rebadged Plextor, they no longer advertise the burners with BurnProof technology. Instead, they advertise with JustLink.

Most Plextor burners are made in China. A small portion are made in Japan. If the drive is actually a rebadged Plextor, you can even
rename the burner back to Plextor, or even hack it back to Plextor.
