Sorry but there was nothing wrong with this if you ask me. 18 and 28 is ok but 14 and 24 isn't? Why? Yea, 4 years make a difference for a guy to know if he wants it or not. At least in England when this happened it was handled properly, the women got suspended until the investigation was over, and no criminal charges were brought on the teachers because the boy didn't press charges. Thats how it should be, its not up to the state to decide if he did it willingly.
