I'm not 100% sure but if I had to take a guess I would say that it's probably just a cover that pops off. The cover it there most likely to help with aerodynamics. I know on the Mach-E you can purchase plastic OEM parts that fit in the rims to help with aero therefore increasing range but this is just a guess so don't take my word for it.
My issue with those tyres is that if you run them at a lower pressure, or load the truck bed or tow something and hit a bump is that going to flex the tyre enough to turn that hub into a bladed frisbee flying through the air at 70mph!The tires have a form for the cover in the sidewall. I don't see anything "proprietary" about that tire or rim. All I see is a tire with some extra rubber on the sidewall to make it look cool and match the wheel cover.
The notches are not standard. All other wheel covers are just circular, this one has "teeth" if you blow up the picture I stole and look to the right where Goodyear is, you'll see half the teeth is an actual notch.I don't see anything "proprietary" about that tire or rim. Anyway, I'm done arguing about whether or not the tires on the CT are proprietary. Of all the things to lock down on a vehicle especially a truck it is highly unlikely that Tesla decided on the tires.
