Connect POWER (usually green) to GROUND (usually black) on your 24/20 power connector... I use a paperclip. Make sure it's plugged in, and it should turn on.
Antec and others sell cheap basic PSU testers starting at around $15 that put a load on the PSU. I use one of these on each new PSU for about a minute to make sure it's not EOA (exploding on arrival ).
Look at the SilentPCReview.com PSU reviews for mentions of higher-end test equipment that isn't worth buying unless you want to review PSUs
