Kaveri had the IPC improvements, they reduced clocks however and saved a ton of power by doing that... That 30% claim is clearly ops per cycle which is not applicable to real world performance, only heavily threaded tasks.
But back on track, Mantle isn't going to be a high end story anyways. High end performance is quite GPU limited, Mantle helps but only on the order of 10-15%. What does change, however, is what type of CPU you need to get to that point. Budget gamers could buy a low end i3 or FX-6300 or whatever the good budget CPU's are and get performance pretty much equal to an i5 or i7 at high resolutions and settings. Take that extra $100 from the CPU and put it into a better graphics card.
