Oblivion: Oscuro, Qarl's texture pack, grass polygon reduction. For some reason I can't get Mart's Monsters for Oscuro to work!!
It's very simple to make MMM work with OOO.
Personally I use (probably like everyone using Mods with Oblivion)
Oblivion's Mod Manager.
You need to make 100% sure that you load the .ESM files first, and then will follow the .ESP files as usual (the latest version of OMM should automatically load .ESM's on the top of the list, but in the event that it isn't the case for example after adding many such files you'd only have to move them up the list manually so that they are all right under the main Oblivion.ESM file, which of course always needs to load first before anything else). Also make sure that the program uses a "Load Order" parameter, it's at the bottom of the list, it has to be selected to "Load Order", very simple.
For OOO and MMM to work properly you should load OOO first (.ESM, remember) and then MMM.
As for the rest, take a look at how it looks for my own Mods list:

IMPORTANT NOTE: For Martigen's Monster Mod and Oscuro's, you ONLY NEED ONE .ESP file ! And it's the
Martigen's Monster Mod for OOO.esp file, nothing else ! Many people make their mistake right there and they often only use the regular .ESP provided in the MMM's package.
So, to recapitulate ...
1) Load .ESM's first, with OOO's ESM on top of MMM's ESM.
2) Then follows the .ESP's, with the main Mod's .ESP first, and then followed by the Mod's "Extras" .ESP's (for example you first load Oscuro's Oblivion Overhaul.ESP, which is the main .ESP file of the mod, and then right below you add in if you want extra .ESP files that either remove or add things to the mod). In this case it will be OOO's .ESP first.
3) After OOO's .ESP you put "MMM for OOO" .ESP, and then, liKe above, you add in any extra .ESP's you want for MMM.
I made some repetitions, but I hope I made it clear enough to help you
