yes, but a few things have changed (budget, mainly), plus I was gone for the holidays and wouldn't have had time to build it until this year anyway.
1. What
YOUR PC will be
used for. That means what types of
tasks you'll be performing.
Primarily: music recording and editing on Linux. This means:
- Must be as quiet as possible
- Must have noise-free USB power
I'm no longer willing to die on the "no dedicated GPUs or 4K on Linux" hill, I switched to KUbuntu at work and it handled both of those things remarkably well.
Also, I've taken up (extremely) amateur photography, so occasionally I'll be developing RAW images, editing, etc.
2. What
YOUR budget is. A
price range is acceptable as long as it's not more than a 20% spread

Noctua for all cooling. Within reason, of course. Like if it physically doesn't fit the case I'm not gonna dremel it apart just to keep a streak going.

I have a 4 TB HDD left over from a previous build.
7. IF
YOU plan on
overclocking or run the system at
default speeds.
Defaults. Maybe underclock the GPU if it keeps the noise down.

What resolution,
not monitor size, will you be using?
2x 4K. 2x DP would be neat, DP+HDMI is also acceptable.

WHEN do you plan to build it?
I can start ordering parts this weekend.
10. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software?
