This is an interesting topic as it revisits a dialogue that commenced around 45 years ago with the publication of a study by Daniel Patrick Moynihan - The Negro Family: The Case for National Action.
It was hugely prophetic and it accurately described the consequences of the welfare state initiatives that have continued to the present.
So many here support Democrat social welfare policies, yet remain ignorant of the ultimately destructive effects of these policies.

I suggest that if you really want to engage in this debate, you should at least read this summary article, as the comments thus far are mostly guesses rather than any real insight.
It is not a question of who won the debate, it is clear that Moynihan and his researchers did.
The real question that needs to be asked is - as the case against them was proved out, the Democrat leadership continued to double down, just as they are doing this very day - why did they continue those destructive policies and programs?
