Don't give me that fvcking bullsh|t. It started with the governor doing, oh say, NOTHING. Then it was up to the mayor who did, oh say, NOTHING. Can you say school busses? The mayor certainly cannot.
A mayor of a village, town or city cannot issue an order to evacuate without the governor's permission, and it is up to the governor as to how the evacuation will take place, i.e., s/he can go along with the mayor's plan or override it. Nagin's plan was overridden by the governor of LA.
