I'm guessing that he will give a speech in front of the gallows in a couple of days after he gets back from picking up a new guitar at a fund raiser in San Diego first.

Now why would a U.S judge have a say in if Hussein is going be executed or not? I'm assuming that would be up to a Iraqi judge.

I think it was about handing him over, which a judge could have stayed the execution by virtue of keeping him in US custody.
