Cherry Trail took a page from Broadwell's book and (likely) sustains Turbo clocks longer than its predecessor. Perhaps there's some IPC improvement too.
Atom Z3795 got few desings wins, other Bay Trail chips are quite a bit slower than the Atom x7 Z8700.
Atom x7 delivers almost the same performance as Core M-5Y10 @ multi-threaded x264 benchmark. Core-M gives you better single-thread performance (at a higher price).

The first test for the CPU performance shows that the new Intel Atom x7-Z8700 CPU is slightly faster than the Z3795, which is the current top version of the Intel Atom Bay Trail generation (22 nm). The Core i3-4020Y in the base configuration of the Surface 3 Pro has a clear advantage in the single-thread tests, while the Z8700 is actually often on par in the multi-thread tests. You can also clearly see the performance advantage of the i5-4300U CPU in the Surface Pro 3.
The four cores of the Z8700 CPU usually run with 479 MHz while idling with small spikes to 800 MHz. All four cores manage 2.4 GHz under load in the Cinebench multi-thread test.
4-core 2.4GHz turbo is now possible, Atom x7 Z8700 is close to 10% faster than Atom Z3795 in MT workloads.

Great news indeed. Here's hoping Skylake GT2 and Broadwell-K GT3e close the gap in desktops too. I want at least 20-24 Gen 9 EUs for Broxton next year.
